Ms Christine Vertucci's permission to stay in Hong Kong
expired on 5 February and the Hong Kong authorities decided
not to renew it. She appealed against the decision to the
Governor-in-Council but her appeal was refused. She petitioned
the Secretary of State, who decided to uphold the decision of the
Hong Kong Government.

Ms Vertucci was involved with various groups active in
Hong Kong social affairs such as working conditions, including
the Asia Monitor Resource Centre. However, the reason for the
decision by the Hong Kong Immigration authorities not to allow
Ms Vertucci to stay in Hong Kong was not concerned with her
activities on local social issues.

It is the policy of the Hong Kong Government not to give
reasons for individual decisions on immigration matters.
(NOT FOR USE) This is a less flexible policy than that taken
in this sort of case in the UK, but this is justified by
the complication of relations
with neighbouring Asian countries, whose goodwill is important
to Hong Kong.
