LORD BELSTEAD'S MEETING WITH MR MARTIN FLANNERY MP AND OTHERS 28 APRIL 1982 AT 10.00 AM
LINE TO TAKE
1.
The original decision (not to grant extension of stay)
was one for the Hong Kong Government, who control their own
immigration matters. It is entirely reasonable for them to
have this sort of discretion. It is not the practice to disclose
the reasons for their decisions in individual immigration cases.
2.
The Hong Kong Government's decision was looked at very
carefully when Ms Vertucci petitioned the Secretary of State.
He decided to uphold the decision. I am fully satisfied that
the Government of Hong Kong were acting reasonably.
3.
[If pressed]
The reasons for a refusal fo an extension
of stay had nothing to do with Ms Vertucci's interest in Hong Kong
social issues. [If pressed further] I cannot go further than
that.
4.
[If pressed about whether she would be allowed to visit
or work in Hong Kong at any time in the future] The Hong Kong
authorities would consider her case on its merits at the time
and she has been so informed.
