16.19.2 Technical Cooperation finances, in whole or in part, meet the cost of
Experts appointed for assignments overseas
Volunteers on assignments overseas of a minimum period of 2 years
The supplementation of the local salaries of officers serving under contract to the governments of developing countries or to certain approved institutions in such countries
The engagement of consultant firms and individual consultants
Training, normally in the UK, at postgraduate and under-graduate or equivalent levels
Organisations in the UK whose work contributes to the ODM's purposes
Research and development in the interests of developing countries
Equipment designed for research or training in the developing countries, or in support of other forms of Technical Cooperation
Organisations outside the UK whose work contributes to the ODM's purposes
International organisations whose work contributes to the ODM's purposes
Small capital grants associated directly with Technical Cooperation activities
The provision of books and teaching aids
Volunteer programmes/agencies whose work contributes to the ODM's purposes
Any of the above in combination.
16.19.3 Correspondence with a DT about proposals for engagement and for final selection of Technical Cooperation experts is a matter for the DT geographical Department in consultation with Overseas Manpower and Consultancies Department and Recruitment Executive of ODM. Offers of Appointment and the personal affairs of such experts are dealt with by the Personnel Services Executive, ODM.

SOUTH PACIFIC COMMISSION
16.20.1 The South Pacific Commission (SPC) is an international aid-giving body concerned with the economic and social development of the Territories in the South Pacific and with the advancement of their peoples. Each participating Governments appoints a Representative and an Alternate. The UK Representative is a senior official of the FCO and the Alternate is a member of the British High Commission in Suva, Fiji.
