Economic Advisers on individual or groups of DTs are based both in the FCO and the ODM, and each DT geographical Department works closely with the appropriate Adviser.

16.3.3 When a desk officer in a DT Department receives an application or proposal from or on behalf of a DT for a project involving aid or technical cooperation he consults the appropriate Adviser(s).

16.3.4 Advisers frequently visit DTs and make reports either generally on their subject, or on some specific matter. Such reports are rendered to the OAG with a copy to the Secretary of State, or vice versa.

16.3.5 The procedure for the consideration of an Adviser's Report is

Obtain the full comments of the OAG which are then considered by the Adviser. The DT geographical Department should seek to adjust any differences of view.

When higher authority is needed for implementation of agreed recommendations (eg for expenditure), the DT geographical Department secks that authority, and informs. the OAG and the Adviser of the decisions reached.

The DT geographical Department, in further consultation with the Adviser, follows up the recommendations.

Progress reports are sent to or received from the OAG until the recommendations have either been fully implemented or disapproved.

DEVELOPMENT AID : GENERAL PROCEDURES

General procedures are given in ODM Office Procedure. A check list for development project applications is in DSP Volume 60 Annex 4.

DEVELOPMENT AID APPLICATIONS

Development Aid is provided in the form of grants or loans for approved individual projects or in the form of loans covering one or more projects. The terms of development aid are determined according to the economic circumstances of individual DTs. Before funds are allocated the project must satisfy the criteria laid down. These, together with the procedure for project applications and subsequent accounting are in ODM Office Procedure.

16.6

DEVELOPMENT PLANS

Development plans are of considerable importance in the overall task of economic management. Planning requires and enables governments to specify objectives, to assess the scale of resources needed for their achievement, to eliminate policy inconsistencies and generally to lay down a coherent approach to economic development. The existence of a development plan is of
