AID PROCEDURES

16.1
DEFINITIONS
16.1.1 The two main categories of aid are Financial Aid and Technical Cooperation.
16.1.2 Financial Aid is given in one of two forms:
Development Aid: allocations of funds for specific projects eg schools, airfield improvements, roads etc (see paras 16.4 – 16.9)
or
Budget: ry Aid: grants-in-aid provided on an annual basis towards the RECURRENT expenses of administration (see paras 16.11-16.13).
16.1.3 Technical Cooperation is given mainly in the form of the supply of UK skilled manpower or the training of local manpower, together with some equipment and some minor capital works needed in association with these activities (see para 16.19).

16.2.1
RESPONSIBILITIES
The ODM administers financial aid and technical cooperation. The provision of these forms of aid to Dependent Territories (DTs) constitutes a small part of ODM's overall responsibilities in the aid field but under the British Government's general development policies, the reasonable needs of the DTs are a first charge on the development funds available.
16.2.2 Primary responsibility for all aid matters concerning DTs is vested in the DT geographical Departments of the joint Division (see also para 15.2.2). All aid funds for the DTs are carried on ODM Votes, and ODM lay down the general criteria under which aid is disbursed. Desk officers in DT Departments should familiarise themselves with ODM Office Procedure, and cultivate contacts with ODM Departments and Advisers.

ODM Office Procedure and current ODM Circulars are applicable with variations, to all aid matters in DTS.
16.3 ADVISERS AND ADVISERS' REPORTS
16.3.1
ODM Office Procedure lists the Advisers and their functions and gives full guidance for desk officers.
16.3.2 Overall responsibility for economic advice on DTs rests with Economic Planning Staff, ODM and general enquiries about economic, financial and aid matters should be addressed to them.
