file should be referred to one of the Medical Advisers to consider how much information should be given and whether, when the prospective employer is another Government Department or the Civil Service Commission, the information should be conveyed directly by one of the ODM Medical Advisers to a Medical Officer in the Department concerned, rather than by a normal official letter.

All letters containing information about a retired officer should be marked 'In Confidence'. No indication should be given to an officer of the nature of the reference eventually given to his prospective employer.

Civil Service Commission requests for files and references in respect of officers serving overseas, including those on contract, should be referred to the DT Staffing Section, or Personnel Services Executive (ODM), as appropriate. In respect of officers who have previously served

4.26.1

ACCEPTANCE OF OUTSIDE EMPLOYMENT AFTER RETIREMENT

In all DTs except Bermuda (see para 4.27.2), the Superannuation or equivalent Ordinance makes provision which, in effect, requires retiring officers to obtain the written permission of the OAG if they wish to take up certain business appointments in, or connected with, the Territory in which they are serving at the time of retirement (failure to do so may result in the suspension of pension payments). The Ordinance is a sufficient safeguard against malpractice; if it becomes known that, on retirement, an officer wishes to take up employment to which the provisions of the Ordinance apply, it is only necessary to draw his attention to them, informing the OAG that this has been done.

4.26.2 In Bermuda, no such Ordinance or Regulation exists. If it becomes known that a member of the Public Service of this Territory holding an appointment which originally required the approval of the Secretary of State under the Colonial Regulations (such officers are now few), wishes to take up such employment, the OAG should be informed of his intention, and left to deal with the matter in consultation as appropriate with local Ministers or members of Executive Council and/or the Public Service Commission.

4.26.3 OAGs have been advised that permission should not be given to an officer to take up employment of this kind within two years of retirement, unless the circumstances are exceptional.

4.27

4.27.1

TRAINING

Every encouragement is given to the training of administrative and professional officers serving in DTs.

4.27.2 Applications for places on courses, attendance at seminars, etc, are made by the Territory to the appropriate DT geographical Department who will make use of such FCO, ODM, British Council and CSD facilities as are appropriate.

4.28.3 The cost of such training is normally a charge on Territorial funds; occasionally, however, the

ODM arrange for the cost of training of Administrative Officers to be met from aid funds.

4.27.4 Each DT has a copy of the ODM Training Compendium. It is for the Territories to decide what

training courses are required to meet their particular needs.
