ALIENS AND COMMONWEALTH CITIZENS

4.20

Persons who are not citizens of the UK and Colonies are eligible for both pensionable and contract appointments in DTs, but such appointments give rise to special considerations. No such appointment may be made without reference to the OAG. In addition to the usual questions to be settled in filling a vacancy, the following special points are to be considered in respect of both aliens and Commonwealth citizens:

Security, in addition to any normal PV required

Has the candidate sufficient residential qualifications in the UK for designation for OSAS (see para 4.5.2)

For pensionable appointments, membership of HMOCS

The candidate's prospect of admission for residence in the UK on completion of service in the DT (the Home Office may have to be consulted)

4.20.1

LEAVE

Officers in a DT granted UK leave must report their arrival and their address in the UK to the Crown Agents for Overseas Governments and Administrations, or, in the case of officers on leave from Hong Kong, to the Hong Kong Commissioner in London. Administrative Officers are also encouraged to report similarly to the DT Staffing Section, and all other officers to the appropriate Department of ODM.

4.20.2 The DT Staffing Section and ODM staffing Departments should inform DT geographical Departments of the names of more senior officers visiting the UK on leave, to facilitate interviews with them by the Heads or members of DT geographical Departments.

4.20.3 An officer granted leave in the UK is provided by his Government with a "Leave and Last Pay Certificate". Copies of this certificate are sent to the Crown Agents, who circulate lists of officers on leave in the UK to FCO and ODM Departments.

4.20.4

Neither FCO nor ODM Departments are responsible for arranging leave pay for an officer on leave.

4.20.5 The Crown Agents (not FCO nor ODM Departments) are responsible for providing an officer (and if so entitled, his wife and family) with return passages to his Territory when he returns to duty.

4.20.6 In exceptional circumstances, the Secretary of State may authorise an extension of leave under Colonial Regulations 76 and 77. This may entail either the DT Staffing Section or Personnel Services Executive, ODM, making the necessary arrangements with the Crown Agents and the DT concerned.

4.20.7 From time to time Governments of DTs provide officers going on leave to the UK with a "Leave Medical Certificate" or other document requesting that the officer may be examined by
