Please refer to your letter 014/4 of 16 December to Power (SEAD).

The Philippine Consul-General raised the subject in a personal manner with Robin McLaren during her courtesy call on him in November. I enclose a copy of a memo from Robin recording the conversation. Mrs. Gonzales has not raised the subject again, and we do not propose to do so.

We can find no trace of "Jake' Almeda Lopez and Marianito Canonigo having passed through Hong Kong, although we understand that there may be contact between visiting Philippine dissidents and local human rights groups. If any worthwhile information on these contacts comes to light, I shall let you know. We should almost certainly not wish any information obtained to be passed to the Philippines' authorities.
