2. I have the impression that there is no action which we need take for the moment. If the Executive Council rejects Ms Vertucci's appeal (as seems probable), a good deal will no doubt need to be done. both in Hong Kong and in London. In this connection I wonder whether you have considered:

(a) whether we might volunteer anything to the US Government

(in Hong Kong, London or Washington); and

(b) if we do not volunteer anything, how we might respond to

any enquiries they may choose to make.
