1. Thank you for your letter of 26 November about the terms in which Lord Elton might write to Lord Shepherd in a letter to be handed over at this meeting.

HMG have decided that the word 'British' will be inserted in all British Dependent Territory Citizen passnorts, as requested by Hong Kong. will be followed by the words 'British Dependent Territory Citizen' and the name of the Territory. This change was announced in the Legislative Council of Hong Kong by the Chief Secretary on 24 November.'

We are pretty certain that the subject of this correspondence is the person whose case was raised by Lord Shepherd with Lord Belstead at a meeting here on 5 October. The name is Mr Fung King-Ley and Lord Shepherd asked if Mr Fung could have an assurance from HMG that he could take un residence in the UK if things were to go wrong in Hong Kong. As you will be aware, this is a particularly sensitive time in Hong Kong, where there is now a great deal of concern about the future of the territory. We would certainly not wish to be thought to be encouraging Hong Kong businessmen to emigrate to the United Kingdom or to move their funds there. For this reason Lord Belstead decided to speak to Lord Shepherd, rather than to reply to him in writing. Lord Belstead gave Lord Shepherd a copy of sections 35-38 of the Immigration Rules.
