Lord Shepherd called on Lord Belstead recently, and inter alia raised the case of Mr Fung Kung-hey, a leading Chinese businessman in Hong Kong:

"Lord Shepherd said Fung was worried about his own position. If things were to go wrong in Hong Kong, he would of course wish to take up residence elsewhere. did not at present have any alternative nationality. could easily apply for, say, Canadian citizenship, but this would become known and, given his economic position, might have damaging effects on confidence in Hong Kong. Could he have an assurance from HMG that he could take up residence in Britain?"

Lord Belstead pointed out that there were certain arrangements laid down for entry into the UK which might be applicable to Mr Fung, and said that he would be in touch with Lord Shepherd in due course. I would be grateful if you could provide me with information on the relevant arrangements on which we can draft a reply for Lord Belstead to send to Lord Shepherd. We would like to be helpful, but realise that it would not be appropriate to do more than offer Mr Fung advice on how he might take up his case with the Home Office.

Mr Fung was born in China in 1922, and claims British nationality.
