Thank you for your letter of 20th October enclosing this one from Mr. Fong Yun Wah about the British Nationality Act 1981 and the official description of people from Hong Kong to be endorsed in British passports in future.
I have noted Mr. Fong's general comments about immigration and nationality. The issue of British passports is a matter for the Foreign and Commonwealth Office and I am therefore arranging for copies of your letter, Mr. Fong's letter and this letter to be sent to Malcolm Rifkind, who will no doubt write to you in due course.
