1. Copies are enclosed of letters exchanged between Mr Raison and two MPs: Mr Blaker and Mr Trippier. The common starting point is what seems to be a circular letter from a Mr Fong in Hong Kong. Mr Fong has an MBE which suggests some local standing.

2. As the question turns on descriptions in passports the letters have been passed to Mr Rifkind for reply and we have been asked to draft.

The significance is that Mr Fong's approach to MPs cuts right across the line that Hong Kongers realise there is no connection between descriptions of nationality in passports and the prospect of immigration to the United Kingdom. Are there any points you would wish us to include in Mr Rifkind's letters. to Mr Blaker and Mr Trippier?
