The Secretary of State has seen your minute of 18 August regarding Mr Onslow's suggestion that this question be inscribed on the agenda for the next meeting of OD(FAF). He has also seen various other papers on the subject including Mr Whitelaw's reply of 16 August to Lord Boyd-Carpenter's letter of 30 July. Before approaching OD(FAF) the Secretary of State would like to clear lines within this office first and suggests that there should be a Ministerial discussion of this when all Ministers are back early in September. He has commented that it might also be wise to discuss it with the Lord President and the Lord Privy Seal. will be in touch to arrange a meeting in due course.
