1. The attached copies of three minutes show that there are stirrings among Ministers about the action to be taken in the autumn over the likely Bill to give the Falkland Islanders British citizenship.

2.

I understand that opinion among Home Office Ministers is not yet fully formed, though their position is likely to be that such a Bill must be opposed. There is to be a meeting of OD on 6 September where this issue will be thrashed cut. Hong Kong & General Department are taking the lead in briefing FCO Ministers, who will of course make the point that such a Bill would be disastrous for Hong Kong. NTD, which I supervise, are fully au courant and will be consulted. become involved.
