The regulations, published in the 'Shanxi Daily', call for an immediate fine of 20% of one year's basic pay for a couple who have a second child. They then must pay 15% of their monthly pay until the child reaches the age of seven. For a third child, the immediate fine is 30% and

The regulations call for emphasis on contraception in birth control work and efforts to persuade women who become pregnant again after a first child to have abortions.

For couples who observe the one child policy, the regulations provide for 100 days paid maternity leave, a five-yuan monthly health allowance until the child is 14, preference in entering nursery schools, regular schools and employment, preference in housing arrangements and other privileges. They also provide for exceptions to the one-- child rule for rural families with handicapped children, for members of minority nationalities and for hardship cases, such as people living in very remote areas.

The State Statistics Bureau claims that 70% of all newborn babies in Liaoning, Shandong, Jilin, Heilongjiang and Jiangsu are the only child of their parents and that in Beijing, Tianjin and Shanghai the rate is 90%. It is in the predom- inately rural provinces that the birth control policy is meeting the greatest resistance. a recent interview, Dr QIAN Xinzhong, the Minister- in-Charge of the State Family Planning Commission, said that if the 70% rate can be attained in the 15 provinces with populations in excess of 30 million, the goal of restricting the population to 1.2 billion by the year 2000 could be won.
