To create a new situation in army building, it is imperative to have a comprehensive and correct understanding of the 12th Party Congress' guidelines and to guard against interference from the left or the right, said LI Desheng,
member of the Political Bureau of the CPC Central Committee
and Commander of Shenyang PLA Units.

Speaking to a group of journalists from the capital on 6th November LI continued: "We should, therefore, correctly understand the following relationships:

Firstly, it is necessary to understand correctly the relationship between material and spiritual civilisation
and to eliminate the influence of such assertions as 'consci- ousness is omnipotent' and 'give prominence to politics' so that we can clearly understand that, as far as material and spiritual civilisation is concerned, each is the condition and objective of the other.

Secondly, we should correctly understand the rela- tionship between strengthening education in communist ideo- logy and implementing the Party's current economic policies, continue to eliminate the influence of 'large in size and collective in nature' and of egalitarianism, overcome the erroneous idea that the introduction of the responsibility systems in production will make the realisation of communism still more distant and clearly understand that the Party's economic policies are indispensable measures leading us to a communist society.

Thirdly, we should correctly understand the rela- tionship between the cultural and ideological aspects of spiritual civilisation, continue to eliminate the erroneous idea of belittling education, science and culture and dis- criminating against intellectuals, and clearly understand that cultural education is an important condition for our army to revolutionise, regularise and modernise itself.
