My predecessor, Mr Atkinson, wrote to you on 16 September to propose that the next talks between our two aviation authorities should be held in London in the week beginning 15 November 1982.

I have now been asked by Mr H M G Stevens Assistant Secretary of the Civil Aviation International Relations Division of the Department of Trade, to convey to you the following message.

Begins. No doubt you will be in touch with the British Embassy shortly about the dates proposed for our meeting next month, but meanwhile I am writing to suggest that the arrangements agreed between us on 18 March for the summer season should be extended for a further month until 30 November to allow time for us to meet and determine the arrangements to apply thereafter. If you will agree to do the same I will therefore arrange for CAAC's existing permits to be extended accordingly as soon as schedules are submitted in the usual way through your London office.

Meanwhile I would also like to ask you in accordance with Article 13 of the Air Services Agreement to prepare statistics showing the passengers and cargo carried on CAAC services to and from both London and Hong Kong for each month of the past year up to October 1982 as background to our discussions. I shall be arranging for corresponding figures to be prepared relating to the services operated by British Airways and Cathay Pacific Airways. Ends.

I am sending a copy of this letter for information to the Western European Department of the Chinese Ministry of Foreign Affairs.
