ADVANTAGES OF NEGOTIATED CONTRACTS
Thank you for the copy of your letter, and draft note for
Sir E Youde, of 15 July to Mr Clift. The draft seems comprehensive and there is not much comment I can offer on it. One thing did strike me. Do all the advantages mentioned attach to the property of negotiated as opposed to that of turnkey? Examples are construction (b) on p2 and simplification of management responsibility (p3), which seem to stem from the turnkey property. But a client can presumably let out a turnkey contract either by open tender or negotiation. If the point is that in practice the negotiated route is nearly always associated with turnkey contracts and open tendering with a series of separate contracts then my question is answered.
