The following notes contain the findings of a preliminary examina- tion of the feasibility of an airport at Deep Bay. It would appear that an airport can be located there and satisfy the civil aviation requirements of an international airport. The proposed location is in preference to that of Chek Lap Kok on account of cost, transportation and geopolitical requirements. In addition existing and future development would not be unduly affected by noise and height restrictions, and the airport itself would generate further development in the region. Finally as the map illustrates an airport at Deep Bay offers unique location advan- tages in that existing and possible future links make it very accessible from both sides of the border by road, rail and water.

On these grounds it is clear that a more detailed study of the location is merited and should proceed to fully confirm these preliminary findings. There is flexibility in the location of the airport in Deep Bay.

It should also be noted that such an airport would require full airspace control at either side of the existing border and could be liable to closure if such control was infringed. Similarly stringent control of shipping in the Deep Bay area would be required.

The proposed airport site is situated at the southern end of the Shenzhen Special Economic Zone in Guangdong Province approximately 15 km from Shenzhen, 120 km from Guangzhou, and 45 km from the urban areas of Hong Kong Island and Kowlcon. The planned popula- tion of one million in the SEZ and about 7 millions in Hong Kong by the end of the century gives an immediate catchment of 8 millions plus the population of Guangdong Province and Macau. Anticipated traffic would be in the region of 25 to 30 million passengers by 1995 and one million tons of aircargo.
