The 1957 Order restricted buildings in this area to 30 metres above Principal Datum or to the height of the highest natural feature within 90 metres of the point concerned (whichever was the higher). The Director of Civil Aviation has advised that with hindsight it would have been better if the "natural feature" clause had not been applied in this area and it should now be deleted. The benefit (in the form of an approach path that complies with international standards) which accrued as a result of the removal of an obstructive hill at Lei Yue Mun to obtain fill material for the Kai Tak Runway Extension could be negated if the "natural feature" clause were to be retained. The retention of the clause would also permit new buildings to be erected in the area of Lei Yue Mun Barracks which could compromise fight safety. Under the 1957 Order, this area was restricted to 51.5 metres above Principal Datum or the height of the highest natural feature within 90 metres of the point concerned (whichever was the higher). It is recommended that the existing restriction (at the exact metric equivalent of 51.82 ketres) be maintained.
It is recommended that a restriction of "metres PD be introduced in order to protect the main irstrument approach procedure to Runway 13. (* Originally 1,100 feet, but I do not have a metric copy of LM/149).
It is recommended that a restriction be introduced whereby no building shall be erected above the height of the highest natural feature, which is approximavely 68 metres above Principal
Datum.

Between Ah Kung Ngam and Victoria Park, there are already height restrictions imposed by the 1466 Order. The proposals now submitted do not alter these restrictions.

Area T, with the exception of the northern shore of Hong Kong Island, is covered by the 1957. order. The proposals now put forward vary from the 1957 Order in the following respects:- (c) I'lan No. LM/146 An area originally restricted to 51.5 metres above Principal Datum or the height of the highest natural feature within 90 metres of the point concerned (whichever is the higher) should be further restricted to 45.72 metres above Principal Datum. The area concerned is the airport apron area immediately to the north-east of the northern end of the Runway. The amendment is required to provide a more satisfactory natural slope restriction and to bring it into line with the corresponding area on the south-west side of the Runway.

Plan No. LM/146 To the east of the area at sub-paragraph (a) above lies the Kowloon Bay Reclamation which was originally subject to restrictions of 51.5 metres above Principal Datum and 91 metres above Principal Datum or the height of the highest natural feature within 90 metres of the point concerned (whichever was the higher). It is now proposed that the building heights in this area be further restricted as shown on Plan No. LA/146, se as not to affect the Instrument Landing System situated near the Airport Terminal Building. In addition to the proposed height restrictions, the layout of this area has been so designed as to protect the integ.ity of the navigational signals ezanating from this equipment.
