Task 2.
Review of cost data
2.1
This task will be undertaken concurrently with the revenue
analysis as cost estimates become available. Early review
of cost classifications with the master plan consultant
and civil engineering consultant will ensure consistency
of cost data for engineering and financial purposes.
major costs are:
Two
(1)
capital outlays and
(2) operating and maintenance expenses
Cost data will be recorded on a periodic basis consistent
with the revenue projections so that a direct comparison
can be made over the "base case period" and the cost and
revenue projections so recorded will provide the basis for
an overall financial assessment of the project.
2.2
The cost estimates provided by the master plan consultant
vill be compared, for consistency, with Kai Tak's
historical costs and trends and also against available
cost data for other recently constructed airports.
Inflation factors will be cross-checked against projected
appropriate price indices. Any questions or apparent
inconsistencies will be discussed with Government and
Master Plan consultant SO as to achieve a "best set" of
cost estimates.
