proposed railway network (1) gave more than sufficient capacity to cope with induced growth of 680,000 in the NWNT. Hence the call for the integration of the Territory land use and transport development strategy.

5.6.15 The NWNT strategy included a railway network, which

linked Tsuen Wan, Tuen Mun, the NWNT, and Tai Po. The Tsuen Wan-Tuen Mun link, required to serve Tuen Mun, formed an important first stage in the strategy. The sections from Tuen Mun to the NWNT, and ultimately to Tai Po were closely tied to the strategy for Major Growth.

5.6.16 The public transport facilities of an airport must meet the demands of employees and airport business travel, and also the special needs of airline passengers. Public transport services used by airline passengers should provide direct fast access to the main hotel and business areas of Kowloon and Hong Kong Island. They must be frequent and in particular reliable to facilitate timed arrivals for flight departures. Generous seating and luggage storage is needed, preferably in uncrowded conditions. The system must be easily understood by unfamiliar users and provide links to the main public transport interchanges. The implanting of a public transport system with these special features into the proposed NWNT strategy will require substantial assessment and a full economic evaluation in order to achieve the right balance between the needs of an airport and those of the local population. For this reason only alternative options can be put forward highlighting the pros and cons of each.

5.6.17 The airport was projected to generate about 115,000

public transport trips on an average day in 1995, of these about 42% would travel to the urban areas, about 38% to the NWNT and Tuen Mun sub-region, and 20% to the rest of the New Territories. The majority of the trips to the urban areas would be airline passengers, who would require the special facilities described above. The majority of the trips to NWNT and Tuen Mun would be employees and business/service trips and could use general public

transport facilities.
