Peak Road and Kwai Chung Road would principally serve Tsuen Wan and Kwai Chung. If the Lantau Fixed Crossing and associated major development go ahead, the Tsuen Wan New Town Development Office consider the Yau Kom Tau Bridge and also the West Kowloon Expressway should be built. Also the consultants on the Sha Tin-Tsuen Wan Corridor Study consider the West Kowloon Expressway to be instrumental in ensuring the efficient traffic access and distribution to the proposed Route 16 Lai Chi Kok Shatin Link. However it is under- stood that currently the scheme is unlikely to be completed before 1993. This means that increasing congestion can be anticipated in the Tsuen Wan West Kowloon Corridor up to that time.

By the mid 1990s additional road capacity will be required linking the Rural New Territories and the urban areas of Tsuen Wan, Kowloon, and Hong Kong Island. This facility would be required about two years earlier of the NWNT were selected for Major Growth. The NWNT consultants proposed a road tunnel link between the NWNT and Tsuen Wan. Several schemes were considered and a full economic appraisal is required before a a firm recommendation can be made. The proposed NWNT-Yau Kom Tau tunnel route (NWNT-YKT link) and the proposed facilities in the Tsuen Wan-West Kowloon corridor would provide a complete direct trunk road facility linking Guangdong Province (via Lok Ma Chau and Route 2), the NWNT, and the urban areas.

5.6.9

Later in the 1990s traffic levels in the Tsuen Wan- Kwai Chung corridor will approach the capacity of the highway network. At this stage traffic will be restrained either through congestion or policy. Further links to the Rural New Territories will depend on the ability of the urban areas to absorb additional traffic.

5.6.10 An airport at Deep Bay was estimated to generate about 76,000 pcus per average weekday and 83, ,000 pcus for a design day in 1995. The traffic to the urban areas would increase daily traffic volumes at the Rural New Territories Cordon (1) by about 10%, and between Kwai Chung and West Kowloon by 7%. This is equivalent to about 2 years projected traffic growth in these locations.
