HEIGHT RESTRICTIONS: These have been prepared by RMP-Encon. Except in the immediate approach areas to the runways, the height restrictions on development are less onerous a constraint than the restrictions imposed by noise contours. They have however been observed in the analysis and due note has been taken of the need to avoid rigid interpretation (viz. the "tunnel effect" at Kowloon Tong) in allocating potential sites for future development. The so-called "hori- zontal clearance surface" is understood to be aff- ected by high land penetration, and it is agreed that the runway approach tracks are the main areas to be safeguarded in terms of building height.
TRANSPORT: Travel demands likely to be generated by the airport have been assessed and agreed, and are based upon comparable data for Chek Lap Kok. The transport strategy for dealing with these demands is however not necessarily a matter of minor adjustment to the strategy proposed in the North West New Territories Study. The transport strategy for the NWNT was founded on other "given" elements, notably the new towns programme and observed trends in population growth in the NWNT. In the interests of maintaining flexibility and "robustness" the strategy regarded major growth in the NWNT more as a possibility than a given, and established a "Base Strategy", which was a sound platform for major growth to take place if required. The effect of introducing an airport as а new given" element raises many issues, which call for a new look at the transport strategy, notably for public transport.
A pre- liminary assessment of the traffic impact, and suggestions upon alternative strategies for public transport are made in section 5.6 below.

Impact on Existing and Committed Development
AREA AFFECTED: Before describing the two specific cases of schemes A and B with given operational characteristics, it is relevant to consider the range of 25
NEF possibilities as described in section 5.2.5 above. This is shown in figure 5.1. Contour A encloses the minimum area affected and as such represents the best possible case amongst the methods of operation considered. Contour B encloses the additional areas which could also be affected by 25 NEF depending on the method of
