availability for airport use, but the NWNT study, in evaluating the results of a GCO borehole survey, has indicated likely borrow sources both qualitatively and quantitatively. Whether one regards platforms created by borrow as land take or land creation will depend entirely on their location in relation to a re-optimised strategy for development in the North West New Territories.

5.2.4

NOISE: This is perhaps the most critical of the adverse effects of a new airport. Predic- tion of noise levels is not a precise art and standards for "acceptable" noise levels are open to interpretation. In view of this, the views of the Environmental Protection Agency have been formally sought during the course of this study. In summary these are that, in the case of planned new development:

i)

The 25 NEF (Noise Exposure Forecast) contour should be regarded as the limits of newly planned residential development, schools, hospitals and other G/1C uses which are noise sensitive (eg. a cultural complex containing a concert hall). Also passive recreation areas (gardens and parks) should not if possible be located in areas affected by noise levels greater than 25

NEF.

NEF

Land affected by noise levels between 25 and 30

NEF can be used to accommodate urban land uses other than those mentioned above (eg. industrial, commercial and town centre uses, active open space) but in areas affected by more than 30 the only tolerated uses would be those such as heavy industry which by virtue of low worker densitives and/or high ambient noise levels, will be tolerant of high airport-induced noise levels.
