Development Scenarios
If operations can be conducted within the Hong Kong "Flight Information Region" over water and over or near the Chinese island of Nei Ling Ting, then either scheme could begin with the northerly runway. The suitability of approaches from the southwest is dependent on the acceptability of flight tracks passing over or near the Chinese Island. If such a procedure can be assured to be acceptable, the airport would logically be developed into Scheme "B", and further expansion would not likely be necessary in the foreseeable future, providing that some extension to controlled airspace can be negotiated.
If Scheme "A" were built and facilities developed so as to protect Scheme "B" opportunities, and later assurances of the Chinese island overflight acceptability were obtained, the parallel runway could be built and the southerly runway of Scheme "A" abandoned or used for nighttime noise mitigation purposes.
If Scheme "A" were built and circumstances later developed that would enable assured access to and control of sufficient airspace north of Deep Bay, a system of coastline parallels could be developed and the northern runway of Scheme 'A" abandoned. Facility development would logically be designed to protect this opportunity, as the system would then have virtually unlimited long-term expansion capability, subject to acceptance of resulting noise impact in the Special Economic Zone.
