additional study alternative, the dumped quarry run was replaced with marine sand in order to compare the order of magnitude estimates. A study of sources of materials available for construction will ultimately define the concept and enable costs to be more accurately determined.
Site preparation cost estimates have been developed on the basis of 1979 CLK unit prices and quantity takeoffs of the proposed concept indicated at Appendix C. The order-of-magnitude estimate considers a range of values for materials used in the reclamation embankment.
For the concept in which unpro essed quarry run is the primary fill, the cost estimate is HK$3,681 million for the site preparation, (860 ha.). This estimate can be compared to the 1979 CLK estimate of HK$3,187 million, (827 ha.).
Reclamation costs, utilizing marine sand, could extend up to $7,292 million, depending upon location of source and royalty agreements.
Note that these costs do not include any airport development items other than site preparation. Appendix C (TAB 8) provides further details of the estimates.

FINDINGS AND ISSUES
3.13.1
Operational Considerations
In the Consultant's view, reasonable runway alignments and necessary air routes
be developed in Deep Bay, if, and only if, means can be found to positively assure the user community that those routes are not vulnerable to external interferences of any kind. Findings, in addition to those at Para 2, based on operational assessment:

ILS equipment limits of 200 feet OCH for Category I and 100 feet OCH for Category II should be attainable for those runway directions where it is possible to design reasonable procedures.
Operations around Sek Kong could be inhibited by the need to establish controlled airspace in the area. This inhibition may be mitigated by careful airspace planning.

Operation of light fixed wing aircraft particularly for training from either Sek Kong or the Deep Bay airport can create problems as such flying may be incompatible with movements associated with an international airport.
