Possible Replacement Airport at Deep Bay

From a marine aspect the development of an airport in Deep Bay will exacerbate certain problems which have already been identified in connection with Chep Lap Kok and introduce some new considerations. It should be recognised that in studying the proposal I have not taken account the oreation by dredging of an access from the west across the bank north of Lantau, as this is unlikely to be viable not only from a practical aspect but politically as well. Of course the former doubt could be removed or confirmed by means of a model test.

Dealing with the points raised in paragraph 2 of your memorandum

(a) (i) the necessity to take large tankers up to

Deep Bay, or its near vicinity, will increase marine traffic conflicts in the deep water channel leading to Urmston Road;

(ii) should there be a need for these large vessels to anchor off then they will have to anchor in Urmston Road, which will mean they will be under the flight path of the aircraft landing and taking off;

(iii) the possible air-draft of vessels navigating

in Urmston Road off the end of the runways would be in the region of 38 m.; whereas at Kal Tak prohibited areas have been established, it will not be acceptable for any of the naviştable water area at the entrance to Deep Bay to be similarly sterilised;

(iv) whilst there are alternative options available for the delivery of bulk fuel to an airport at Chep Lap Kok, there does not appear to be the same flexibility in respect of Deep Bay;

(v) from a traffic aspect the same considerations

are valid as are described in Working Memorandum No. 1 relating to Chep Lap Kok;

(b) (1) analysis of the pattern of ferry services

including the type of ferry to be used is not possible without having full details of the passenger projections including the variation in demand during a 24 hour period;
