LIMITATIONS

The study began on 28 September.

The following clarifications

were later furnished to the Consultants:

The constraints are that there should be no overflight of the Chinese mainland on the airport's approach/departure tracks, nor of the waters of Deep Bay to the north and west of the mid-line, and that the reclamation for the airport itself should not extend beyond that line. As regards other Chinese waters and islands, it is desireable that there should be no greater degree of overflight than occurs at present with Kai Tak.

It is the intention that the Consultants should attempt to define runway location and alignments which would minimize the effects on development of the Northwest New Territories. But it must be appreciated that the ability to do so within the political and topographical constraints flight paths is somewhat limited.

Because the two main objectives of the study had to be considered consecutively, it was agreed that no more than two potential runway configuration/alignments, designed to minimize noise impact, would be selected with advice of the Steering Group for examination of Northwest New Territories development impact, and one of the two would be examined for construction considerations.

The complexity of the task of examining the feasibility of a site for a major airport and of determining the likely impact of its development on a surrounding area cannot be understated. The task is further complicated by an

complicated by an imprecise definition of Hong Kong territorial airspace, and a paucity of meteorological, oceanographic, and geotechnical data for the site area.

The period allocated for the study (5 weeks) is sufficient only to enable general indications of the aeronautical capabilities of the site area to be given. Detailed analysis of terrain and obstacles and of their impact on performance of each aircraft

type would be required to state whether or not a Deep Bay airport

could fully meet Hong Kong's air transport objectives.
