were asked:

To find a reasonable location/runway alignment in the Deep Bay area for a replacement international airport which would not involve overflights of Chinese mainland airspace, and,

To determine the probable effects on the development of the Northwest New Territories of a replacement international airport sited at such a location.

A one-month period was allocated to the study, the objective of which is to provide Government with information on which to determine the need or otherwise for further study of the Deep Bay airport alternative.

Indications of potential capacity and operating constraints,

construction considerations and, to the extent practicable, orders of construction cost for a Deep Bay airport were to be included in the Consultant's report. A separate report on the compatability of an airport (configured to minimize noise impacts) with development proposals for the Northwest New Territories was to be included. A Steering Group was convened provide frequent guidance to the Consultants during the brief study.
