Please see the exchange of minutes with Mr Watts below which reflect my concern over whether, if the UK were to recognise China's sovereignty over Hong Kong, this might affect Hong Kong's relationship with the UPU and ITU and its negotiating position on wavelengths. (Mr Aust has yet to comment).

Coincidentally, the attached Telno 263 of 19 August from Attach Wellington reports an objection by China to the form of Hong Kong's

participation in a meeting of the Asian and Pacific Postal Union this October (ie after the Prime Minister's visit).

What I find alarming is the wording suggested by China:

ie 'Hong Kong area!. This is the first time I have seen such

a phrase so used. It smacks very much of a 'Special Administrative Region' which we know is a formula the Chinese have in mind.

4.

Before considering further it would be helpful to have FED's and ESSD's comments. The latter's comments on the exchange of minutes would also be welcome.
