I am not sure that Chinese use of the phrase 'Hong Kong area' is unprecedented - the Chinese word concerned is probably diqu, (t [) which can also be translated as 'region'; I think this is standard and predates the idea of Special Administrative Regions.

But if we act as the New Zealand Post Office propose there may be a danger that the Chinese would say that they are the UPU member under whose auspices Hong Kong should attend. Even if we can be sure of winning the votes a row over this would be damaging to confidence. The Chinese may see this and back down, but from here we cannot be certain. You may think it worth seeking the views of Hong Kong and Peking.
