HMG undertakes:

1.

That it will voluntarily cease to administer

Hong Kong either

(a) on the successful conclusion of the

negotiations envisaged in II.2.; or

(b) in advance of (a) if a plebiscite of the

inhabitants of Hong Kong, held at the formal.

request of the Government of the PRC, shows a

majority in favour of such cessation of

administration.

2.

In the meantime, HMG will endeavour to continue

to administer the territory as hitherto, with all due

regard for the interests of the inhabitants and of the

PRC and for the need for stability and confidence.

3.) As a symbol of the historic destiny of Hong Kong,

the flag of the PRC will henceforth be flown from all

Government buildings in Hong Kong alongside the flag of

the UK, and a Resident Representative of the Government

of the PRC will be received as primary channel for

communication on matters of common interest-

The Government of the PRC declares

Hong Kong is a problem left over from history.

Its resolution is an internal matter for China.

3.

The reunification of China will be achieved at an

appropriate time and in an appropriate manner..

4.

Article 30 of the draft new Constitution of the

PRC may provide an appropriate framework for Hong Kong's

reintegration in a reunified China.
