LORD SHEPHERD'S CALL ON LORD BELSTEAD ON 26 MAY 1982

Lord Shepherd is bringing Mr Jack So to see Lord Belstead
on 26 May.
2.
Lord Shepherd is an adviser to Sun Hung Kai Securities of
which Mr So is a Director. The Chairman of the company is
Mr Fung King-Hey who, accompanied by Mr So, has recently been to
China where he had meetings with Chinese leaders.
The purpose of
Lord Shepherd's call is likely to be for Mr So to report on these
discussions.

Lord Shepherd and Mr Fung called on Mr Donald in November
last year and I attach a copy of the record of that meeting.
addition, Lord Belstead was in touch with Lord Shepherd in April
this year following the latter's visit to Hong Kong.

Lord Belstead will not wish to enter into substantive
talks with Lord Shepherd and Mr So. I recommend, therefore, that
he confine himself to listening to what they have to say and to
expressing gratitude for their thoughtfulness in coming to see him.
On the future of Hong Kong Lord Belstead should say that this is
a matter which we are looking at very carefully but that it is not
