Mr Donald wrote to the Governor of Hong Kong on 25 March seeking his and Sir Percy Cradock's views on a possible invitation to Sir E Youde to visit China. We now have the Governor's comments in his letter of 1 April and Sir Percy's in Peking Telegram No 212. (206 A

The Governor thinks Sir Edward could accept an invitation to go between mid-July and mid-August. Sir Percy disagrees feeling that Sir Edward should not go until after the Prime Minister's visit.

3. I am inclined to agree with Sir Percy for the reasons he states. A visit this summer could falsely fan expectations. On the other hand a visit after the Prime Minister's visit might possibly prove a usefur follow-up.
