We already have FCO authority to invite Professor Xue to Britain this year as a Category 2 visitor, and we also have authority to invite up to 10 Chinese this year under Category 1 (fare paid) arrangements. As Professor Xue is an opinion-former here as well, probably, as a policy-maker, I recommend that we put to the FCO and Hong Kong a proposal for a visit by Professor Xue to Hong Kong and to London next October.
