Mr. McLaren proposed and Mr. ZHANG agreed that the meeting

should first review the procedures and general operation of

border liaison arrangements since the last review meeting in

Guangzhou at the end of last October. This would be followed

by a discussion of substantive points which either side might

wish to raise.

2. Mr. McLaren noted that border liaison arrangements had

continued to work well against the background of a number of

important developments since October. Most significant among

these had been the agreement reached between Hong Kong and Shenzhen to establish four joint working groups of experts to cooperate on a number of cross-border projects to facilitate
