Chinese response to our proposals, if and when one comes, may involve the issue of more rather than fewer permits for visits as a means of relieving the pressure. This would be a very risky course which would have few attractions here.

The visits laid on were mainly ones requested by ZHANG Jiannan and his colleagues. I think they were useful in demonstrating the problems we face at the various immigration points, and the efficiency of Immigration Department in dealing with them. These visits were supplemented by others of a less serious nature, for example, to the planetarium and the San Miguel brewery. The visitors were dully appreciative and both my dinner on the first night and the Chinese return dinner were notably relaxed and friendly occasions.

All in all a useful visit. The border liaison arrange- ments have proved their worth and are clearly here to stay.
