I would like to pay tribute to the expertise of Balfour Beatty in
completing this difficult and demanding transmission project on time
despite the many problems of the weather conditions, and difficult
terrain. I understand that of the 261 transmission towers, 95 per cent
required helicopter access for construction:

I also had the opportunity to view the remarkable engineering and con-
struction work involved in establishing this site on land reclaimed from
the sea and excavated from the surrounding hillside. And I should like
to applaud the expertise applied in this area too. I understand that
the mountain was literally sliced in half and 121⁄2 million cubic yards
of rock excavated. The design work for this achievement was the
