PRIME MINISTER'S VISIT TO HONG KONG: SEPTEMBER 1982

1.

In preparation for the Prime Minister's visit to Hong Kong in September, we have been asked to provide No 10 with drafts of speeches by the end of July. A short speech for her declaring open the Castle Peak Power Station will be needed. I suggest that it cover Hong Kong's achievements, Lord Kadoories' contribution and British industry's part in the project. The Prime Minister will presumably be responding to an introduction by Lord Kadoorie. I hope you would agree that your Department should prepare the first draft of this.

2.

I should be grateful if you could let me have a draft, by Wednesday morning, 21 July, if possible, which we could then clear with Hong Kong.
