Mr Coles wrote to the Private Secretary on 15 July about

who should attend the Prime Minister's meeting at 09.30 on 28 July.

I attach a draft reply.

The number of officials may be rather larger than No 10

would like but there are a number of visitors who should be there.

Sir Edward Youde arrives on 23 July. We shall be making

other appointments for him during the following week before his

return to Hong Kong on 31 July or 1 August. There will be an

opportunity for him to see Lord MacLehose on 27 July.
