We are at present considering the possibility of

initiating a modest programme of Technical Cooperation with

China. The Prime Minister may well discuss this with the

Chinese Government.

GUANGDONG NUCLEAR PROJECT

13.

The position remains that the Chinese Government

are considering a feasibility study conducted jointly by

the China Light and Power Company of Hong Kong and the

Guangdong Electricity Corporation. This was completed in

early 1981. The purpose of more recent contacts has been

to amplify that study.

AIR SERVICES

14.

We were disappointed with the outcome of recent

consultations with China about the present imbalance of

services and about certain practical aspects of the

implementation of the governing memorandum. We shall be

seeking further consultations.
