The position remains as stated in my Honourable
Friend (Mr Rifkind's) reply on the 10th of May (that we shall
be discussing this matter with the Chinese Government in the
coming months):
CHINA/FALKLANDS
9.
We have been disappointed by the attitude taken
by the Chinese Government. They do not seem to understand
the background to the question despite several meetings
between our Ambassador in Peking and Chinese Vice Foreign
Ministers. We can understand their wish to keep in line
with Latin America and the Third World but hope they will
come to realise soon that, as many developing countries have
pointed out, unlawful aggression is as much a threat to the
Third World as anyone else.

There is no parallel between the Falklands
crisis and the question of Hong Kong.
UK/CHINA TRADE
10.
No doubt the Prime Minister will wish to discuss
with the Chinese Government ways of increasing the amount
and improving the balance of UK/China trade.
COCOM
11.
I doubt whether COCOM will come up in the Prime
Minister's talks. The Chinese Government know that we are
willing and able to sell them a wide range of defensive
military equipment.
