Thank you for your letter of 11 December explaining that the Prince of Wales does not wish to travel abroad until the Princess of Wales has given birth.
When Alan Havelock went out to Hong Kong in the second week of December he explained the position to Lord Kadoorie, the Chairman of the China Light and Power (CLP). Subsequently Lord Kadoorie and the CLP Board decided that in view of the Prince of Wales' position they would like to invite the Prime Minister to under- take the opening ceremony. No doubt you have now seen
a copy of Indus 192 of 24 December from Hong Kong I know that my people have been speaking to your people about it. We are recommending that the Prime HKK 026/14 Minister accepts the invitation, and I understand that
you will be supporting this advice.

You did mention in your letter that you would be consult- ing Buckingham Palace about the possibility "of another. member of the Royal Family undertaking the opening ceremony. I am not sure how far these consultations progressed and I do hope no embarrassment has been caused. I understand that a message was passed to your people as soon as we learned that Lord Kadoorie had made a definite decision to invite the Prime Minister.
