6. OVERSEAS STUDENTS' FEES

The Hong Kong Government's preliminary proposal for fund sharing

is being studied carefully, as is the report of the Overseas

Students Trust. I hope it will not be long before we can give

an answer about our conclusions on the latter.

FAR EAST PRISONERS OF WAR

Sympathise with the ex-POWs. We are all in their debt. But

Hong Kong Government already provides a good range of benefits.

These are broadly comparable to those available in UK.

[IF PRESSED] Canadian system not necessarily applicable to Hong Kong, where civilian population also suffered greatly during

war.

8.

CAPITAL PUNISHMENT

Understand strength of feeling on this. But there has been no

change in the position since 1973. Only recently majority in Commons again reaffirmed opposition to capital punishment.

9. DEMOCRACY IN HONG KONG

Public representation is maintained through a network of

councils, boards and committees. Pleased to note that District

Board elections were held successfully in the New Territories

(on 4 March 1982) and in the urban areas (on 23 September 1982.)

No plans at present to extend this.

9. GUANGDONG NUCLEAR POWER STATION

Hong Kong's involvement in the proposed nuclear power station

useful in strengthening links between Hong Kong, UK and China.

I know that the Hong Kong Government are paying the closest

attention to the questions of the safety of the proposed nuclear

power plant.
