Thank you very much indeed for arranging such an excellent lunch with selected members of the Administrative Service last Wednesday during my visit to Hong Kong. This proved to be one of the essential ingredients in the picture I was forming that week of opinions in Hong Kong about the future. I was very impressed indeed with the articulate liveliness of the group you assembled you certainly made us sing for our supper, as it were! I enjoyed the occasion enormously.

For me personally this was a fascinating time to visit the Territory and I know that both you and the Governor are under a great pressure at the moment. If I may say so, I think you do a splendid job both in calming opinion as well as interpreting it for us in London. I do seriously believe that we shall weather this current difficult patch without damage, but I know that process in itself will place a great strain on you and your colleagues. But we have every confidence in the ability of the Hong Kong Government to do that!
