The reception for Mr. Humphrey Atkins took
the form of an informal chat over drinks with Mr. Atkins moving from one member to another and I do not think that any one person has a total knowledge of what was discussed. However, briefly the topics touched on as far as I can ascertain are as follows:

School fees for Hong Kong students in UK
Whilst it was appreciated that perhaps a reversal of policy could not be expected, Dr. Kim Cham in particular thought that the granting of scholarships to Hong Kong students with particular merit to enable them to study in the United Kingdom would be a step in the right direction. This would cost a modest amount, would not be an open-ended commitment, but would have very good public relations value for Britain.
British Nationality Bill
Members generally expressed disquiet over the provisions of this Act of Parliament and whilst they appreciated it was basically meant for domestic consumption in Britain considered that it had done a great deal to weaken the faith of Hong Kong people in Britain and on the practical side were worried that other countries would find difficulty in accepting Hong Kong issued passports in the future, which might indirectly affect Hong Kong's trading position.
