Mr Zhang Canming began by describing China's view of

the situation in South East Asia. China saw the cause of

tension in South East Asia, as in the rest of the world, as

the expansionist policy of the Soviet Union. The Soviet

Union already had naval and air bases in Vietnam and was

using Vietnam to carry out its expansionist aims in South East

Asia, attempting to gain control of the Straits of Malacca and

thus strengthen its position in the Indian and Pacific Oceans.

The Vietnamese invasion of Cambodia was thus not an isolated

incident but a major strategic step taken by the Soviet Union

and Vietnam, serving Soviet interests.

Some people saw China as the source of danger in

South East Asia; but Vice Chairman Deng Xiaoping and other

Chinese leaders had stated many times that China would not

seek hegemony now or at any time in the future. China did

not seek to establish spheres of influence and had no intention

of creating satellite states around China. As for Chinese

relations with South East Asian countries, there were some problems left over from history. These concerned overseas

Chinese, Chinese nationals residing in South East Asia and the local Communist parties. Some of these problems had already
