(D) ICAC

Mr. Jopling sought assurance that care was taken in the handling of complaints referred to ICAC. CS commented that ICAC were similarly concerned. However, he accepted that such a specialised agency could drift outside the scope for which it was originally established and that this line of attack would most likely come from corrupt persons themselves but that ICAC always took

special care before embarking on any investigation.

The LPS gave a brief account of his recent

visit to China and said that he had
